La piccola repubblica di San Marino, a sud di Rimini, è libera dal XIII secolo. Nel XV secolo si dota di un Gran Consiglio di sessanta membri reclutati tra la nobiltà e la borghesia. Nell'Ottocento fu baluardo di rivoluzionari e dal 1862 si pose sotto la protezione del nuovo regno d'Italia, che ne rispettava l'indipendenza. I membri del Gran Consiglio sono eletti per quattro anni a suffragio universale (introdotto nel 1909); due di loro esercitano il potere esecutivo come capitani-reggenti per sei mesi.
