La Normandie supportait une forte hausse des tailles depuis 1630 environ. En 1639, une émeute contre les officiers de l’élection d’Avranches entraînait la création d’une armée de souffrance formés de “nu-pieds”. En 1640, les émeutes gagnent Rouen avec la complaisance des notables. En novembre, Richelieu envoie cinq mille hommes des troupes de Picardie qui mettent en œuvre une répression collective, tandis que le Parlement de Rouen est renvoyé.

In 1639, a riot against the election officers of Avranches led to the creation of a suffering army made up of “barefoot soldiers.” In 1640, the riots reached Rouen with the complacency of the notables. In November, Richelieu sent five thousand men from the Picardy troops who implemented a collective repression, while the Parliament of Rouen was dismissed.

ROUEN (VILLE DE...)
Antica città dei Veliocasses, Rotomagus si sviluppò in epoca romana e divenne la metropoli di Lyonnaise II alla fine del IV secolo. Preso più volte dai Normanni, divenne una delle loro stazioni principali. Nel 911 divenne residenza dei Duchi di Normandia. Comune nel 1144, appartenne alla Francia dal 1204 al 1419, quando passò agli inglesi fino al 1449. Lo Scacchiere di Normandia fu trasformato in corte sovrana nel 1499 e poi in Parlamento nel 1515. La città fu sotto l'Ancien Régime, un fiorente centro di industrie tessili ("rouenneries" e indiani) e di commercio con l'Africa.
