Il Parlamento di Normandia è stato istituito a Rouen nel 1499. Ha cinque camere. La sua giurisdizione copre la Normandia nella sua interezza. Nel XVIII secolo era generalmente in prima linea nelle lotte con la corona. Nel 1789 contava centoquattro presidenti o consiglieri.
