Membre du Parti libéral-démocrate (FDP), il a joué un rôle important dans la politique allemande après la Seconde Guerre mondiale. Il a été ministre des Affaires étrangères de 1969 à 1974, puis président de la République fédérale d'Allemagne de 1974 à 1979. Il est connu pour son engagement en faveur de la réconciliation en Europe et pour avoir soutenu la politique d'ouverture envers l'Est menée par le chancelier Willy Brandt
