Il semblerait que cette médaille ait systématiquement et exclusivement été attribuée aux membres du corps préfectoral. Notre exemplaire n’est pas attribué et conservé dans une boîte en bois.

François Cogné, né le 10 août 1876 à Aubin dans l'Aveyron et mort le 9 avril 1952, est un sculpteur français, auteur de maints portraits officiels. Deux de ses œuvres sont célèbres : la statue de Georges Clemenceau, avenue des Champs Elysées, et le modèle de la borne de la Voie de la Liberté.
Durant la "période de Vichy" et de l'Occupation, il fut le sculpteur officiel de l'État français. Comme on peut le voir sur les photos du groupe, ou sur les listes publiées çà et là, il se refusa à faire le voyage des artistes à Berlin..

Nato dal crollo della Terza Repubblica in seguito alla sconfitta francese del maggio-giugno 1940, lo Stato francese fu fondato con un voto del Parlamento riunito nell'Assemblea Nazionale a Vichy il 10 luglio 1940. L'Assemblea nazionale con 569 sì, 80 no e 17 astenuti conferisce "tutti i poteri al governo della Repubblica, sotto l'autorità e la firma del maresciallo Pétain, allo scopo di promulgare con uno o più atti una nuova costituzione dello 'Stato francese ". Questa costituzione deve "garantire i diritti del lavoro, della famiglia e della patria". Con sei atti del 1940, la presidenza della Repubblica viene soppressa a favore del maresciallo Pétain, capo dello Stato francese.. Viene creata una corte suprema di giustizia. Il maresciallo Pétain esercita pieni poteri non solo governativi ma anche legislativi in quanto nomina e revoca ministri, e nomina a tutti gli incarichi civili o militari.. Ha anche giustizia e forza armata. Negozia e ratifica i trattati. Dal 1941 tutti i dipendenti pubblici devono prestare giuramento al Capo dello Stato. Una riforma morale e intellettuale affronta il divorzio, l'aborto, l'alcolismo, proibisce la massoneria e crea un Commissariato per gli affari ebraici. I sindacati vengono aboliti e sostituiti da un sistema corporativo. Si sostiene la famiglia e si istituisce il pensionamento dei lavoratori. L'intervista di Montoire del 24 ottobre 1940 impegna la Francia nel cammino di collaborazione che diventa totale a partire dal giugno 1941 con gli attacchi della resistenza comunista.. Anche lo Stato francese è impegnato a fianco della Germania in una crociata antibolscevica. Dopo la progressiva perdita dell'Impero, la zona meridionale viene occupata dai tedeschi provocando l'autoaffondamento della flotta a Tolone. Con l'istituzione del Servizio di Lavoro Obbligato (S. T. O. ), la resistenza vede aumentare le sue fila. Gli attentati e la loro repressione aumentano mentre si forma il Consiglio Nazionale della Resistenza. Lo sbarco e le rivolte della resistenza permettono al governo provvisorio della Repubblica francese di aumentare il proprio controllo. Il 20 agosto 1944, il maresciallo Pétain fu portato a Sigmaringen dai tedeschi. Il 25, la divisione Leclerc entra per prima a Parigi in stato di insurrezione, suonando così la campana a morto del regime di Vichy..
