La Loterie fut supprimée par un décret de la Convention Nationale du 16 novembre 1793, comme institution immorale. Son rétablissement fut proposé en l’an 5 et le Conseil des Cinq-Cents adopta le 4 germinal de cette année (24 mars 1797) une résolution qu'il serait établi une Loterie combinée de manière à produire une somme de douze millions, y compris les frais de perception. Cette résolution fut rejetée par le Conseil des Anciens dans la séance du 25 germinal an 5 (14 avril 1797).
La Loterie fut rétablie, après de longues discussions dans les deux Conseils, par la loi de finances du 9 vendémiaire an 6 (30 septembre 1797), qui renfermait aussi les dispositions relatives à la réduction de la dette publique an tiers. La Loterie ne pouvait pas reparaître dans un moment qui fut plus en harmonie avec son institution que celui d'une banqueroute. Cette institution, bien véritablement immorale, qui avait été détruite comme telle par la Convention Nationale, qui fut rétablie sous la constitution de l'an 3, a été perfectionnée, c'est-à-dire rendue plus funeste, sous le gouvernement impérial, et conservée depuis 1814, malgré les constantes réclamations de tous les amis de l'humanité et de la morale. Cette médaille était portée par divers employés de la Loterie depuis le rétablissement du 30 septembre 1797; elle doit donc être classée à cette époque. (cf. Hennin)

Its reestablishment was proposed in the year 5 and the Council of Five Hundred adopted on the 4th of Germinal of that year (March 24, 1797) a resolution that a combined Lottery would be established so as to produce a sum of twelve million, including collection costs.. This resolution was rejected by the Council of Elders in the session of 25 Germinal Year 5 (April 14, 1797).
The Lottery was re-established, after long discussions in the two Councils, by the finance law of 9 Vendémiaire Year 6 (30 September 1797), which also contained provisions relating to the reduction of the public debt by a third.. The Lottery could not reappear at a time more in harmony with its institution than that of a bankruptcy.. This institution, truly immoral, which had been destroyed as such by the National Convention, which was reestablished under the constitution of the year 3, was perfected, that is to say made more disastrous, under the imperial government, and preserved since 1814, despite the constant complaints of all the friends of humanity and morality.. This medal was worn by various Lottery employees since its reestablishment on 30 September 1797; it must therefore be classified at that time. (cf.
