Né le 13 janvier 1875 à Paris, André Join-Lambert a été successivement député de l’Eure de 1919 à 1936 puis sénateur de l’Eure de 1937 à 1945. Il meurt à Paris le 2 janvier 1967 à l’âge de 92 ans. La Caisse d'Epargne de Paris, dont il a été directeur en 1913, le nomme à la présidence de la commission supérieure des Caisses d'Epargne en 1942, fonction qu'il assume jusqu'en 1963. C'est sous sa présidence et avec sa participation personnelle qu'est élaborée la loi du 24 juin 1950 modifiant le statut des caisses d'épargne. Celles-ci ont désormais la possibilité de prêter aux collectivités locales des fonds pour financer des équipements sociaux.
