La Sainte-Alliance est formée le 26 septembre 1815 à Paris par trois monarchies européennes victorieuses de l'empire napoléonien héritier de la France révolutionnaire, dans le but de maintenir la paix dans un premier temps, puis de se protéger mutuellement d'éventuelles révolutions. Constituée dans un premier temps par l'Empire russe, l'Empire d'Autriche et le Royaume de Prusse, elle fut par la suite signée par un grand nombre de pays européens à l'exception du Royaume-Uni. Ce n'est qu'en 1818, après avoir mis fin à l'occupation étrangère, que la France y prend part. Elle fut dissoute de fait en 1825 à la mort de l'empereur Alexandre Ier, qui en était l'instigateur..

It was not until 1818, after putting an end to foreign occupation, that France took part. It was effectively dissolved in 1825 upon the death of Emperor Alexander I, who was its instigator.

Victoria (1819-1901) era la figlia di Edward, duca di Kent, e nipote di Giorgio III. Succedette allo zio Guillaume IV nel 1837 e sposò suo cugino Alberto, principe di Sassonia-Coburgo nel 1840, contro il parere della madre. Da lui ebbe nove figli ma rimase vedova nel 1861. Pur rispettando le regole del sistema parlamentare, cercò di imporre le sue opinioni nel campo degli affari esteri. La sua preferita, Disraeli, le fece conferire il titolo di imperatrice dell'India nel 1876. Rispettata e amata, attiva e autoritaria, Victoria apparve ai suoi tempi come il simbolo dell'Inghilterra imperialista. Il suo regno segna l'apice del potere britannico.
