Rutherford B. Hayes (182-1893) est le 19e président des États-Unis. Après les deux mandats de Grant marqués par la corruption, le candidat démocrate Samuel J. Tilden est le grand favori. L’élection est très diffcile et est marqué par des fraudes en particulier dans les trois derniers états du Sud occupés militairement et donc contrôlés par les républicains. Seul le Compromis de 1877 permit à Hayes de remporter l’élection contre le retrait des forces fédérales du Sud. Partisan des droits civiques, il sera contraint sous la pression d’un Congrès dominé par les démocrates de mettre fin à la Reconstruction sans pouvoir mettre en oeuvre le Civil Rights Act de 1875.

Only the Compromise of 1877 allowed Hayes to win the election against the withdrawal of federal forces from the South. A supporter of civil rights, he was forced under pressure from a Democratic-dominated Congress to end Reconstruction without being able to implement the Civil Rights Act of 1875.
